Context
Conflict broke out in South Sudan in December 2013 and to date has displaced over 1 million people. Up to 4.9 million people need some form of humanitarian assistance. Concern has worked in South Sudan since 1998, primarily in Northern Bahr el Ghazal. Our emergency response work focuses on Unity State and Juba.
There are 37,291 IDPs living at two UN compounds in Juba — 21,371 in Tongping and 15,920 in UN House. Concern is working in Tongping and UN House, focusing on General Food Distributions (GFD) and NFI/Shelter distributions in UN House and Nutrition in both sites. Overcrowding is a problem, in particular in Tongping, and preparations are underway for a new Protection of Civilians (PoC) site at UN House. Concern is conducting a NFI/Shelter response in preparation for the rainy season. For Nutrition, Concern is running 3 Outpatient Therapeutic Programme (OTP) sites (2 static and 1 mobile) to treat children under five with Severe Acute Malnutrition (SAM), and 1 Stabilisation Centre to treat children under 5 with SAM and medical complications.The Infant and Young Child Feeding (IYCF) component is integrated into Community based Management of Acute Malnutrition (CMAM) with a focus on counselling mothers who are having breast feeding difficulties. Since the crisis began, Concern has screened 10,766 childrenin Tongping and UN House for malnutrition.
In Bentiu UNMISS PoCs there are now 6514 IDPs registered. Concern is leading a WASH response within the PoCs and a Nutrition response in Bentiu Town. Concern is also the lead agency for CCCM for Koch, Mayendit and Leer and will start implementing CCCM as the security situation improves. Concern is responding in Bentiu UNMISS PoCs, alongside its partner Welthungerhilfe (WHH). Concern has organised water trucking and has built latrines and showers, and promoting hygiene through community mobilisation. We have also commenced an OTP programme in Bentiu Town. A high number of moderately malnourished children are being witnessed, and Concern is planning to expand its response.
The EPC Coordinator will be responsible for the overall management of Concern's Emergency and recovery programme in Juba and Unity State and will cover any future activities we may undertake. This position is based in Juba with frequent travel to Unity (although this may change as the programme evolves based on needs).
As Concern looks to expand programming the EPC will be an integral part of project design, implementation and monitoring of any and all future programmes. She/he will generally be responsible for coordinating all programme and systems aspects of the emergency response and recovery programme including project cycle management (planning, budgeting, implementation, monitoring etc.), technical advice, government liaison, security management and coordination. Key responsibility will also include the supervision, coaching and capacity building of national staff and relevant Local government staff associated with disaster preparedness and response
The job description below is broad in scope to accommodate what will be a wide variety of needs as programmes are established and scaled up in a rapid onset emergency environment. The EPC will lead an emergency operations team to achieve objectives as outlined below. Individual responsibilities may be changed at short notice based on operational necessity and the EPC will have to be willing and able to adapt to these changes.
EPC Roles & Responsibilities
Effectively lead the emergency response in Juba and Unity, South Sudan and support Concern's work in the South Sudan by undertaking other tasks as directed by the CD.
Programme Coordination
- Coordinate the planning, quality implementation, monitoring and evaluation of all components of the emergency Response and future rehabilitation programme within the agreed budgets, time frames and donor guidelines & requirements.
- Liaise with other INGOs, LNGOs, local and regional government authorities, UN agencies, clusters and other relevant stakeholders for effective coordination, cooperation and communication to effectively covey mutual understanding and acceptance of Concern's mandate, activities and objectives, project progress and implementation.
- Identify the local needs/ issues and recommend appropriate adjustments & course corrections to planned interventions
- Analyse and timely resolve issues that have the potential to jeopardize performance and/or ability to meet agreed upon programme deliverables
- Provide technical support in those areas of expertise or source support via CD or local contacts for the capacity building that cannot be delivered in-house to the desired level
- Ensure the monitoring and evaluation plans become an integral part of programming and are adequately implemented to measure the impact of programme interventions
- Ensure that DRR (Disaster Risk Reduction) and PEER (Preparedness for Effective Emergency Response) are integral part of all programming
- Ensure that the application of 2010 HAP Standard – minimum standard – is applied in the set up phase of the response and throughout the programme cycle
- Liaise with and brief CD on programmes and situational context on a regular basis
- Assist the CD with the design and development of project concept papers and their budgets and participate and contribute to current and future proposal writing initiatives
Systems Coordination
- Oversight of the logistics systems including procurement, transport, IT, storage (warehousing), and control and reporting in accordance with Concern procedures and policies
- Oversight of HR and administrative systems and assist in the recruitment of systems support staff
- Ensure staff have suitable and appropriately equipped office and accommodation facilities
- In close collaboration with the CD and country accountant, to take overall responsibility for the security of Concern employees, premises and equipment in the current programme area.
- Overall responsibility for the integrity of the programme finance systems and ensuring strict adherence to Concern's Financial Policy and Procedures – to be carried out in close consultation with the country accountant
- Serve as a budget holder for the programme implementation budgets once approved, monitor budget expenditure and prepare budget submissions/revisions when requested.
- Monitor under and over spending in each budget, advise the CD and the country accountant of any variances and recommend solutions
- In collaboration with HR/Admin and Logistics to ensure that asset registers are maintained and up to date and that stock controls are in place and adhered to.
- Coach and supervise staff directly reporting to him/ her
- Hold regular, weekly, programme and systems meetings with relevant key staff
- Support the programme staff through regular feedback meetings and on-going coaching/ mentoring supporting the recruitment process
- Responsible for staff development, coaching and mentoring to enhance the capacity of staff
- Ensure that Objectives are agreed and that PDR - Performance Development Reviews are completed for all staff
- Ensure all Concern policies and guidelines are adhered to by staff and local partners e.g. Programme Participant Protection Policy, Equality, Anti-Fraud Policy and Accountability Commitments
Reporting
- Ensure timely completion of internal and donor reports and related documentation adhering to Concern Worldwide standards and requirements of the contract
- Provide internal situation reports to the CD
- Provide ad hoc security reports (where relevant) to the CD
- Provide financial projections to CD and country accountant.
Coordination
- Coordinate and engage with all major stakeholders on the ground including (but not limited to) – government authorities, INGOs, NNGOs, UN agencies and the cluster system, donors, affected communities, church groups
- Coordinate with other humanitarian actors on the ground to promote good practice, safeguard the code of conduct, ensure appropriate division of operations, and ensure high standards of transparency and accountability in accordance with our accountability commitments.
Monitoring & Evaluation
- Ensure that an effective M&E system is in place in the project with particular focus on measurement of results (at the outputs and outcomes level) as defined and established in our results frameworks
- Ensure district program managers & the wider team document and share lessons learned and good practices.
- Ensure M&E is incorporated into all programme plans and mechanisms are efficiently implemented
- Within programmes, ensure technical guidelines and Concern policies are followed
Security
- Continuously screening of the operational environment
- Monitor and report on the security status in the Programme area to CD
- Maintain security logbook and incident reporting
- Support the development of a Security Management Plan
- Ensure that good security practice is followed by all staff
Person specification:
Education
- Essential: Third level qualification in development studies, social sciences or other related discipline.
Experience required:
Essential:
- At least 5 years experience working in an senior management position in an international NGO, 3 years of which managing and coordinating a sizeable emergency response programme
- Proven experience of development and management of diverse and multi-sectoral programmes
- Experience of managing a diverse team of senior staff including international staff
- Experienced in management of financial resources and overseeing human resources, administration and logistics function.
- Good knowledge and experience of incorporating rights based, equality and advocacy approaches across development programmes
- Strong communication and interpersonal skills with an ability/confidence to engage and represent Concern at public fora, media and donors.
- Highly developed listening and conflict resolution skills.
- Affinity with organisational values, mission and vision, commitment to humanitarian principles
- Familiarity with Sphere Guidelines, 2010 HAP Standard and Concern's Programme Participant Protection Policy
