Duties and Responsibilities

Under the guidance and direction of the HR/Admin Coordinator for Juba, The Admin Assistant substantially contributes to the effective management of LWF Administration and Reception efficiency and effectiveness.

Specific task:
  • Represent the organization as she is the first focal person the visitor’s meet.
  • Management of the front office at all time.
  • Prepare and file timely minutes of staff meetings and participate in other tasks that involve collecting and structuring data, such as forms from seminars, meetings and workshops.
  • Ensure all relevant project/programme documents filed in hard copy and soft copy (by scanning).
  • Ensure that all received contractually and legal documents are handed to the /HR/Admin/Logistic Office.
  • Records and supervise incoming and outgoing ordinary mail
  • In cooperation with HR/Admin, procurement and logistics staff, Responsible for all hotel bookings and flight reservations and other logistics for travel and visits.
  • Arrange representation, meetings, workshops, both in-house and with external participants.
  • Supervises the cleaner based on her assigned duties.
  • Received record and sort the applications.
  • Any other duty assigned by the supervisor.


Minimum Qualification and Personal Specification:
  • Certificate in Administration or Management or related studies.
  • Experience working in Administration or related area.Good in prioritizing and structuring work in a busy environment. 
  • Experienced with working with Windows, incl. Word, Excel and Power Points
  • Good interpersonal skills and ability to interact effectively with staff.

Organizational Setting and Reporting
This position is located within the United Nations Mission in the Republic of South Sudan (UNMISS). The Movement Control Assistant will be based in Juba. The Movement Control Assistant reports to the senior Movement Control Assistant or to the Movement Control Officer.
Responsibilities
  • Within delegated authority, the Movement Control Assistant will carry out the following duties:
  • Supervises the receiving and shipping of cargo to ensure that quantities, destination, and routing are correct.
  • Ensures that paperwork is correct and the items are loaded safely and correctly.
  • Ensures that aircraft are loaded in accordance with passenger and cargo load plans.
  • Ensures that incoming luggage/cargo is handed over to the respective passenger and/or delivered in accordance with the manifest.
  • Informs passengers of aviation safety requirements prior to embarkation.
  • Liaises with local authorities for custom and immigration issues.
  • Coordinates with Air Operations Centre, Tower, Ramp Controllers and Aviation Safety personnel at the airport.

  • Provides flight schedules, route and timing information.
  • Ensures that dangerous goods are transported in accordance with the applicable international Dangerous Goods Regulations.
  • Monitors the movement of cargo, records and maintains all relevant details related thereto.

Work as Emergency Programme Coordinator, South Sudan

Context
Conflict broke out in South Sudan in December 2013 and to date has displaced over 1 million people. Up to 4.9 million people need some form of humanitarian assistance. Concern has worked in South Sudan since 1998, primarily in Northern Bahr el Ghazal. Our emergency response work focuses on Unity State and Juba.
There are 37,291 IDPs living at two UN compounds in Juba — 21,371 in Tongping and 15,920 in UN House. Concern is working in Tongping and UN House, focusing on General Food Distributions (GFD) and NFI/Shelter distributions in UN House and Nutrition in both sites. Overcrowding is a problem, in particular in Tongping, and preparations are underway for a new Protection of Civilians (PoC) site at UN House. Concern is conducting a NFI/Shelter response in preparation for the rainy season. For Nutrition, Concern is running 3 Outpatient Therapeutic Programme (OTP) sites (2 static and 1 mobile) to treat children under five with Severe Acute Malnutrition (SAM), and 1 Stabilisation Centre to treat children under 5 with SAM and medical complications.The Infant and Young Child Feeding (IYCF) component is integrated into Community based Management of Acute Malnutrition (CMAM) with a focus on counselling mothers who are having breast feeding difficulties. Since the crisis began, Concern has screened 10,766 childrenin Tongping and UN House for malnutrition.
In Bentiu UNMISS PoCs there are now 6514 IDPs registered. Concern is leading a WASH response within the PoCs and a Nutrition response in Bentiu Town. Concern is also the lead agency for CCCM for Koch, Mayendit and Leer and will start implementing CCCM as the security situation improves. Concern is responding in Bentiu UNMISS PoCs, alongside its partner Welthungerhilfe (WHH). Concern has organised water trucking and has built latrines and showers, and promoting hygiene through community mobilisation. We have also commenced an OTP programme in Bentiu Town. A high number of moderately malnourished children are being witnessed, and Concern is planning to expand its response.
The EPC Coordinator will be responsible for the overall management of Concern's Emergency and recovery programme in Juba and Unity State and will cover any future activities we may undertake. This position is based in Juba with frequent travel to Unity (although this may change as the programme evolves based on needs).
As Concern looks to expand programming the EPC will be an integral part of project design, implementation and monitoring of any and all future programmes. She/he will generally be responsible for coordinating all programme and systems aspects of the emergency response and recovery programme including project cycle management (planning, budgeting, implementation, monitoring etc.), technical advice, government liaison, security management and coordination. Key responsibility will also include the supervision, coaching and capacity building of national staff and relevant Local government staff associated with disaster preparedness and response
The job description below is broad in scope to accommodate what will be a wide variety of needs as programmes are established and scaled up in a rapid onset emergency environment. The EPC will lead an emergency operations team to achieve objectives as outlined below. Individual responsibilities may be changed at short notice based on operational necessity and the EPC will have to be willing and able to adapt to these changes.
EPC Roles & Responsibilities
Effectively lead the emergency response in Juba and Unity, South Sudan and support Concern's work in the South Sudan by undertaking other tasks as directed by the CD.
Programme Coordination
  • Coordinate the planning, quality implementation, monitoring and evaluation of all components of the emergency Response and future rehabilitation programme within the agreed budgets, time frames and donor guidelines & requirements.
  • Liaise with other INGOs, LNGOs, local and regional government authorities, UN agencies, clusters and other relevant stakeholders for effective coordination, cooperation and communication to effectively covey mutual understanding and acceptance of Concern's mandate, activities and objectives, project progress and implementation.
  • Identify the local needs/ issues and recommend appropriate adjustments & course corrections to planned interventions
  • Analyse and timely resolve issues that have the potential to jeopardize performance and/or ability to meet agreed upon programme deliverables
  • Provide technical support in those areas of expertise or source support via CD or local contacts for the capacity building that cannot be delivered in-house to the desired level
  • Ensure the monitoring and evaluation plans become an integral part of programming and are adequately implemented to measure the impact of programme interventions
  • Ensure that DRR (Disaster Risk Reduction) and PEER (Preparedness for Effective Emergency Response) are integral part of all programming
  • Ensure that the application of 2010 HAP Standard – minimum standard – is applied in the set up phase of the response and throughout the programme cycle
  • Liaise with and brief CD on programmes and situational context on a regular basis
  • Assist the CD with the design and development of project concept papers and their budgets and participate and contribute to current and future proposal writing initiatives
Systems Coordination
  • Oversight of the logistics systems including procurement, transport, IT, storage (warehousing), and control and reporting in accordance with Concern procedures and policies
  • Oversight of HR and administrative systems and assist in the recruitment of systems support staff
  • Ensure staff have suitable and appropriately equipped office and accommodation facilities
  • In close collaboration with the CD and country accountant, to take overall responsibility for the security of Concern employees, premises and equipment in the current programme area.

  • Hold Regular Meeting with Contractors, Requesting Unit and Procurement in an interval as agreed between Supervisor and Management and  maintain the minutes and records related to the meeting for future use;
  • Implementation of Contract Management Plan and Regular updating of Contract Tracking Sheet;
  • Maintain the up-to-date List of LTAs created by Country Office, update them with validity, LTA ceiling and extension or termination plans in consultation with users and supervisor;

Recruitment Qualifications

Education:

Secondary Education with specialized training in procurement. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Work Experience:

Minimum of 6 years of progressively responsible Procurement experience at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems. Previous experience in UNDP Procurement would be preferred.
CIPS certification would be an added advantage.

Languages:

Fluency in English and Arabic languages both written and spoken is a must.

We have an office in Juba and a large sub office in Aweil, Northern Bar el Ghazel. In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention.

Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures.

Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps.

ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

Position profile
Main responsibilities:
  • Establish and ensure a transparent system of management including the coordination of services and other activities.
  • Supervise the mobilization and the participation of the population allocated in the management system of the camp, with a focus on the insertion of the women
  • Supervise the maintenance of the infrastructure of the camp.
  • Set up an information management system in the camp, including the collection and the supply of data and the transparent sharing of the information.
  • Follow-up the supply of services in all the sectors of the camp according to the agreed directives, the standards and indicators.
  • Identify the gaps, estimate and analyze the needs of the camp to avoid the duplication of services and gaps in the help and the protection of the displaced population.

Specific responsibilities:
  • Set up committees of camp in all the sectors, and make sure that equal access is made for men/women, boys/girls.
  • Follow-up and ensure that the committees of camps act and behave according to the agreed Code of conduct.
  • Favor the self-sufficiency of the population of the camp and the empowerment in decision-making in the camp management.
  • Organize and execute, and\or oversee the follow-up of the recording of the population of the camp, update the data of the population of the camp.
  • Make the link between the various communities and the groups living in the camp and favor a peaceful coexistence.
  • Protect the interests of the population of the camp towards the authorities of the camp, the service providers and the stakeholders.
  • Ensure liaison between the population of the camp and the service providers and the stakeholders
  • Ensure liaison between the national / local authorities, the state institutions, the civil society and the other relevant stakeholders. Ensure the effective coordination and the information exchange with them.
  • Supply services needed in the technical sectors, if necessary.
  • Secondary responsibilities:
  • Implement a system to record and collect data

Qualifications
